The BMI system is a clumsy, shitty tool that provides less useful information that just looking at someone. The joke is the admin, not the fatness.
I think it makes sense that they're employing automated systems to do all this. By the end of this there'll have been tens of millions of letters sent and vaccination appointments made. It doesn't make sense for a human to look at every letter.
Also, BMI is a perfectly useful tool for population analysis even if it falters at the extremes, because it's based on two measurements that are easy to take accurately during GP visits. There is consistent findings that high and low BMI correlate with all-cause mortality. Sure, there are better ratios that predict stuff like cardiovascular disease and diabetes, but they rely on measurements that are more difficult to take consistently and keep track of.
