I've rarely restarted. My permanent character (Beowulf, a Nord) is basically maxed. Still can't match the godlike power you could achieve in post-late game Morrowind. I miss summoning a literal undead army, roiding myself up into a super hulk, and jumping into space to punch the Godhead in its stupid face. A maxed Skyrim character is just particularly shouty. I do have a bitchin' tentacle staff, though, so that's pretty cool.
My whole thing with Skyrim restarts is just indecision about the build. My instinct is always to go pure Thief skills build because the stealth in Skyrim is absolutely fucking broken once you put any perks into it at all.
But I always have this nagging urge to go for a pure Mage build because in every other fantasy thing I love being a spellcaster. But the magic system in Skyrim is something I've never been particularly good at working with... plus whenever I play a mage I just see all those locked chests and think "ooh if I were a thief I could crack that and get more stuff."
I wish Skyrim had the 'open lock' spell that Oblivion apparently has.
Sometime I really should try to see if I can make a build that's a stealth-based character that uses magic to help with the thievery shenanigans. Like sending NPCs into frenzy so they kill each other while I sit in the shadows undetected, or just using spells to calm them while I line up the sneak attack headshot or creep into position behind them for the backstab.
ETA: Also if you want god-like overpowered nonsense, that's what mods are for.
